Project : Ministries Complex to serve the northern region - Al Jahra :
Beneficiary: Ministry of Finance.
The project situation until December 2014: In pre-tender stages.
The project is located in Al-Jahra governorate, west of Al-Oyoun area, bordered by Al-Jahra road by its north, and by
Sixth ring road by its south and west, It’s also bordered by Al-Oyoun residential area by its east. The project site is
about 32 km northwest of Kuwait City, the capital.
Site area: 300,000 m².
The government buildings that are well-designed are considered an important and essential part in the cities for its
contribution in raising urban efficiency of the city, and this project aims to provide constructive assistance to
government agencies that seek to achieve tangible results in the community and economic development. The project
has been designed to accommodate and facilitate the delivery of public services and contribute to improving the quality
of urban infrastructure in the public places of the city, as the project deals with the new trend in architecture work
strategies that are promoting energy-consumption efficiency and better use of environmental resources through four
strategies and are as follows:
1.The ability to adapt: aims to increase the building's capacity to absorb the change to be more efficient and
characterized to remain in service for a longer period.
2.Accessibility: aims to achieve easy and direct access to more than 10,000 employees other than the auditors and
visitors through internal and external network of roads and wide doorways.
3.Contact: designed to enhance communication and interdependence between all the different governmental bodies in
the complex.
4.Sustainability: aims to reduce energy consumption and minimize the negative environmental impacts in the buildings.
Project components:
The project consists of four identical buildings (A,B,C,D), each of them has six floors, and these floors are above two
other floors, in addition to a ground floor, together they form what is called the “podium” which includes all government
agencies that deal directly with the public, In addition to shops and economic activities and service facilities.
The project lies in the central plaza building, which is a major center of the lobby that connects all parts of the project to
each other. It is the perfect place for events, celebrations and special activities.
Garden design in the site: The ministries complex is surrounded by four gardens filled with various green elements
and water surfaces.
North garden: Contains vast green spaces and water surfaces, in addition to sports fields that can be invested abroad
and places for rest, which are shaded and open. It also has empty spaces to sell all necessary services to the pioneers.
The eastern part of the park has been deducted to create a filtration plant for water-saving irrigation autonomously and
continuously, and also to create a major conversion project to serve the entire region and station.
South garden : Contains green spaces and extensive water features and places of pioneers’ rest with all the
necessary services.
East and West garden : covered under an area of green grass, flowers and shrubs to be farmed on the surface of the
project’s water tanks.
Entrances and exits: There are four entrances for the staff in the four corners of the buildings, and the entrances
leading to the parking, which are stretching across four basements, and there are four entrances for visitors; two
entrances in the North garden and two entrances in the South garden, these entrances lead to the parking spots for
visitors cars. The VIP entrances are located in the eastern side of the site, and the entrances to loading and carriers
service is located in the eastern side of the site with surface parking lots.
