Chapter 1 - Projects
Second:
The headquarters of the Cabinet of the Ministry of Education project:
Beneficiary: Ministry of Education
Commencement date: October 2010
Completion progress until December 2014: 69.9%
The project is located in South Surra area – Government inquiries area in Hawali governorate on the northwest corner
of intersection (206) with road (400). It is connected with the King/Kalid bin Abdul Azziz road and the Sixth Ring road
through the two main roads: (400) and (401).
The project’s building is surrounded by a garden, featuring diverse plants that are extended to the streets edge
surrounding the site. As a result of the building’s direction in the site and the presence of underground parking, two
external areas have been created, one of them is in the northwest side and the other one is in the south-eastern side,
which provided the building with a refreshing garden space at the site.
The northwestern region is a reception garden for the main entrance that passes through a grove of palm trees that are
stretching through the eastern, northern and western edges of the site.
This south-western entrance leads to the lobby of senior and important visitors area as well as parking.
The south-western region is characterized by openness of vision to attract the attention of passers-by towards the
building across the Green Meadow that is grown by scattered groups of diverse trees, and through the walkways and
interoperability gravel stones.
The project embodies the idea of Al Boom (A sailboat that embodies the Kuwaiti heritage). It consists of two bent
buildings that meet together at the middle of the green site that includes a yard full of lights, vast ceilings, water
elements, and gardening coordination.
The yard is the focal point of the building, as it is the component of the reception spaces, connection elements, and the
internal movement of the building. The yard will be vitally enhanced through connecting bridges, elevators, and
electronic images that broadcast the Ministry of Education’s message and mission.
The two buildings are characterized by their different heights. The first tower (The Northern Tower) is rising to 9 floors,
while the other one (The Southern Tower) rises up to 11 floors. They both lean a little outside the stone base (A two-
floor base that has been surfaced with gray stone) giving the impression that the building is floating above ground. The
ministry’s building includes 8 sectors with their departments, administrative offices and their services, a theatre with a
capacity of 600 people, meeting rooms, central library, cafeteria, rest rooms, chapels, and spaces for display and
special occasions.
Parking is located in three underground floors beneath the building, with a capacity of up to 1640 cars, distributed as
follows: 20 for VIPs, 180 for the visitors, and 1440 for the employees.
The Ministry of Education’s headquarters will play a key role in Kuwait’s National day celebrations, and therefore the
building façade’s has been designed with an exterior lighting system specially created for special occasions. LED
Lighting lines have been put together from the third floor all way up to the tenth floor. These lights reflect multiple
shades of colors In addition to TV images.
