​​Specializations of Sanitary Engineering Sector

The Sanitary Engineering Sector undertakes the following specializations:
  • Prepare designs and supervise the implementation of sanitary drainage lines and networks, and stations.
  • Operate and maintain the wastewater treatment plants, irrigation stations, their buildings, pumping and lifting stations, and rainwater stations.
  • Treat wastewater (Triple/Quadruple).
  • Control, manage treated water distribution, and utilize it, and operate and maintain treated water network at the control centers and farms in all the State of Kuwait .
  • Ongoing environmental control of sea, land and air environment to protect it from sanitary sewage contaminants, and conduct the necessary studies for raising the efficiency of sanitary facilities .
  • Grant approvals with regards to connecting factories and companies to the sanitary sewage system after conducting the necessary tests, in coordination with the competent entities .

The Sanitary Engineering Sector comprises the following departments and organizational units:

  • First: Design Department
  • Second: Implementation Department
  • Third: Operation and Maintenance of Stations Department
  • Fourth: Treated water
  • Fifth: Environmental Affairs Department
  • Sixth: Planning and Follow-up Office

First: Specializations of Design Department:

The Design Department undertakes the following specializations:
  • Prepare various engineering designs for the renewal and creation of drainage lines and networks, pumping and lifting stations, treatment plants, treated water and irrigation networks and lines, control centers, and the necessary studies.
  • Prepare all contract documents related to sanitary engineering , and completing the offering procedures in coordination with the competent entities The Design Department comprises the following sections:
  • Network and Station Design Section.
  • Contract Section.
  • Supporting Services Section.
  • The Network and Station Design Section undertakes the following specializations:

    • Prepare various engineering designs for the renewal and creation of drainage lines and networks, pumping and lifting stations, treatment plants, treated water and irrigation networks and lines, control centers, and the related studies.
    • Prepare the technical requirements and the terms of reference for inviting the consulting engineering offices to do the work related to sanitary engineering project designs and studies and supervise project implementation, in coordination with the competent entities.
    • Participate in studying and evaluating the technical and financial proposals of the consulting engineering offices, in coordination with the entities inside and outside the Ministry.
    • Revise the contracts and agreements, follow-up the implementation of consulting engineering offices work, and apply value engineering for all stages of design and approval of documents.
    • Prepare the financial payments to the consultant engineering offices for the designing phases, in coordination with the organizational units at the Ministry, and in accordance with the existing decisions and systems.
    • Coordinate with the competent entities in avoiding all project designing obstacles during the implementation phases.
    • Participate in the primary and final receiving committees for the completed projects at the Sector.
    • Provide the necessary designs and what is necessary for home connections Coordinate with the Planning and Follow-up Office to prepare a plan for the new sanitary engineering projects and the necessary financial budgets, and prepare periodic reports on the work related to the Section.

    The Contract Section undertakes the following specializations:

    • Review and audit project plans and sketches to ensure they are comprehensive and consistent.
    • Calculate the different business item amounts based on the plans, prepare amount tables, and estimate the initial cost for projects.
    • Review the special technical specifications and compare them to the ones in plans.
    • Prepare lists of contractors and consulting engineering offices for inviting them to participate in tenders, and approve it in coordination with the organizational units at the Ministry, in accordance with the existing decisions and systems
    • Prepare all contract documents related to sanitary engineering, and complete the offering procedures, in coordination with the organizational units and competent entities inside and outside the Ministry in accordance with the existing decisions and systems.
    • Approve the alternative materials with regards to the source, specifications, and prices, in coordination with the Quality Control Department to get its agreement in this regar.
    • Prepare reports on the work related to the Section.

    The Supporting Services Section undertakes the following specializations:

    • Coordinate with the Kuwait Municipality and the competent entities to take over the sites and ensure that they are free of debris and other obstacles before starting the implementation
    • Complete the cadastral survey works for the project worksites and collect comprehensive data on such sites, including data on the current services
    • Undertake all the engineering drawing work of the projects assigned to the Department
    • Store the documents of the sanitary engineering projects and retrieve them when implementation is required
    • Follow-up the responses to the Kuwait Municipality correspondence with regards to parcel sorting and the correspondence of the Facilities and Sub-Services Committees at the Municipality
    • Prepare reports on the work related to the Section

    Second: Specializations of Implementation Department:

    The Implementation Department undertakes the following tasks:
    • Supervise the implementation of sanitary engineering projects, and ensure that the implemented woks and the materials used meet the criteria and specifications in the contract.
    • Follow-up the current budget and the monthly and final expenditures of projects.
    • Review the course of services provided by the Ministry and the different entities that are related to the sanitary engineering projects, to ensure that these services do not conflict with projects; in addition to suggesting the suitable solutions in coordination in case of any contradiction The Implementation Department comprises the following sections:
    • Supervision Section
    • Project-System Section

    The Supervision Section undertakes the following specializations:

    • Supervise handing over worksites to contractors, in coordination with the Supporting Services Section, and prepare the start-work order.
    • Supervise the implementation of sanitary engineering projects, and ensure that the implemented works and the materials used meet the criteria and specifications in the contract.
    • Approve the contractors for projects and ensure that the bodies members meet the stipulated contract terms and conditions.
    • Prepare, list, and present the amount of work implemented monthly, and prepare and approve the accomplishment lists.
    • Prepare and estimate the initial value of change and extension orders during work implementation, in coordination with the Project-System Section, to be approved by the competent entities, and the necessary studies in accordance with the systems and decisions.
    • Coordinate with the Government Center for Tests and Laboratories and give opinion on testing the materials used in implementation, and ensure that they meet the contract specifications, terms, and conditions.
    • Prepare the monthly/final payments for contractors and consultants during the implementation-supervision phase until receiving the projects and the closure of the account, and the necessary procedures according to the systems and decisions adopted in coordination with the organizational units within the ministry.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the competent entities with regards to improving them.
    • List the implemented work, and undertake the inventory and assessment of tools, equipment, and material in the case of withdrawal of work from a contractor or work suspension due to the contractor negligence.
    • Review the course of services provided by the Ministry and the different entities that are related to the sanitary engineering projects, to ensure that these services do not conflict with projects; in addition to suggesting the suitable solutions in coordination in case of any contradiction.
    • Follow-up and review the as-built drawings submitted by contractors 
    • Participate in the primary and final receiving committees for the accomplished projects at the Sector.
    • Prepare the periodic and final evaluation of the contractors’ and consultants’ performance level, and notify the Planning and Follow-up Office with the evaluation results.
    • Prepare periodic and monthly reports of contract work flow Examine the financial and time-extension claims proposed by the contractors/consulting offices, and the necessary procedures.

    The Project-System Section undertakes the following specializations:

    • Review and audit the accomplished work and documents monthly and the final work delivered of project, in addition to comparing them to the contract quantity and ensuring that is not exceeded
    • Coordinate with the Control and Audit Sector to review and follow-up the suggested extension and change orders, and determine the modified work prices and the alternative materials
    • Audit and review the bank guarantees and insurance policies
    • Follow-up project workflows and compare them to the approved schedules, and prepare the related periodic reports
    • Coordinate with the Planning and Follow-up Office and the Legal Contract Department with regards to the matters related to the lawsuits and claims on projects of the Department
    • Follow-up the current budget and the monthly and final expenditures of projects
    • Prepare the letters related to delivering the different services, prepare responses regarding the temporary and permanent site allocation for the sanitary engineering projects, and coordinate with the Kuwait Municipality to remove any obstacles
    • Store the project files related to the Department

    Third: Operation and Maintenance of Stations Department:

    The Operation and Maintenance of Stations Department undertakes the following specializations:
    • Operate the pumping and lifting stations, and the treatment plants
    • Supervise the implementation of preventive maintenance programs for the sewage systems and rainwater stations on the highways, and the connected lines
    • Collect the complaints and notes related to the stations, and take the necessary actions in this regard, in coordination with the entities

    The Operation and Maintenance of Stations Department comprises the following sections:

    • Northern Area Section: it includes the area located at Al-Ferdous, Al-Sulaibikhat, and the Sulabiya from the eastern side; Joun Al-Kuwait from the northern side; and Al Jahra governorate areas to the northern border.
    • Middle Area Section: it includes the area located at the north and east of the Arabian Gulf, the area south of the Sixth Ring road, Gharnata and Al Andalus areas, and part of the west side of Al-Ferdous, as well as Hawally, Farwaniya, Jleeb Al-Shuyoukh, Al-Hasawi areas, and other areas south the Sixth Ring.
    • Southern Area Section: It includes coastal areas along the eastern shore of Kuwait, and areas located between the Sixth Ring road, the Arabian Gulf, Al-Shuaiba Industrial area, and highway in addition to the residential areas between Sabah Al-Salem in the north, Al-Ahmadi and Fahaheel in the south, and the residential area located at Umm Al-Haiman area and other neighboring areas to the southern border.
    • Rainwater stations and Emergency Section
    • Maintenance and Operation Program Section
    • Safety and Security of Stations Section

    The Northern Area Section undertakes the following specializations:

    • Supervise the operation contracts works and follow-up the implementation of preventive maintenance programs for pumping and lifting stations, and treatment plants, and maintenance of their connected lines within the area border; and ensure that the implemented work, the substances used, and the workers meet the contract conditions and specifications.
    • Supervise the treatment process of the wastewater entering the plants, and record the data on the amount of treated water and the water used for agricultural purposes.
    • Prepare necessary studies on treating water using the available methods, treating the odors emitting from plants, and supervise its implementation.
    • Conduct the chemical and biological analysis on wastewater samples, starting from entering the plant and until the end of the treatment process, and utilize the analysis in following up the treatment and raising the efficiency of the plants.
    • Follow-up the availability of machinery, spare parts, and chemical substances necessary for the plants, in coordination with the competent entities.
    • Participate in preparing contracts related to the Department the operation and maintenance work of the plants.
    • Participate in the receiving committees for the completed projects at the Sector.
    • Coordinate with the Planning and Follow-up Office to prepare a plan for the new sanitary engineering projects and the necessary financial budgets.
    • Give opinion on the approval of contractors by the technical body for operation and maintenance contracts, and ensure the compliance with the contracts terms and conditions, in coordination with the Operation and Maintenance Program Section.
    • Prepare and issue work orders for the works of operating and maintaining all the facilities of the pumping and lifting stations, and treatment plants of the section and maintain the connected lines.
    • Monitor and adjust the environmental pollution resulting from the wastewater in coordination with the Environmental Affairs Department and the competent entities.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the Safety Department and the competent entities with regards to improving them.
    • Prepare periodic reports on workflow of projects in coordination with the organizational units at the Ministry.
    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions.

    The Middle Area Section undertakes the specializations:

    • Supervise the operation contracts works and follow-up the implementation of preventive maintenance programs for pumping and lifting stations, and treatment plants, and maintenance of its connected lines within the area border; and ensure that the implemented work, the substances used, and the workers meet the contract conditions and specifications.
    • Supervise the treatment process of the wastewater entering the plants, and record the data on the amount of treated water and the water used for agricultural purposes.

    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions.

    The Southern Area Section undertakes the following specializations:

    • Supervise the operation contracts works and follow-up the implementation of preventive maintenance programs for pumping and lifting stations, and treatment plants, and maintenance of its connected lines within the area border; and ensure that the implemented work, the substances used, and the workers meet the contract conditions and specifications.
    • Supervise the treatment process of the wastewater entering the plants, and record the data on the amount of treated water and the water used for agricultural purposes.

    • Monitor and adjust the environmental pollution resulting from the wastewater in coordination with the Environmental Affairs Department and the competent entities.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the Safety Department and the competent entities with regards to improving them.
    • Prepare periodic reports on workflow of projects in coordination with the organizational units at the Ministry 
    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions

    The Emergency and Rainwater Stations Section undertakes the following specializations:

    • Supervise the operation and maintenance contracts works for mobile stations in new areas, desert areas, and the lifting stations of rainwater drainage on the highways, as well as their connected lines in all the State of Kuwait.
    • Participate in preparing and implementing an emergency plan to cope with the rainy season and take the necessary procedures in coordination with the competent entities and the Maintenance Sector.
    • Verify that the implemented works and the materials used meet the criteria and specifications in the contract.
    • Follow-up the availability of necessary machinery, spare parts, and chemical substances, in coordination with the competent entities
    • Participate in preparing contracts related to the Department of operation and maintenance work for the plants.
    • Participate in the receiving committees for the completed projects at the Sector.
    • Give opinion on the approval of contractors by the technical body for operation and maintenance contracts, and ensure the compliance with the contracts terms and conditions, in coordination with the operation and maintenance program section.
    • Prepare and issue work orders for the works of operating and maintaining all the facilities of rainwater stations of the section, and maintain their connected lines.
    • Monitor and adjust the environmental pollution resulting from the wastewater in coordination with the Environmental Affairs Department and the competent entities.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the Safety Department and the competent entities with regards to improving them.
    • Prepare periodic reports on workflow of projects in coordination with the organizational units at the Ministry.
    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions.

    The Operation and Maintenance Program Section undertakes the following specializations:

    • Develop maintenance programs for all lifting and pumping stations of the sanitary sewage system and rainwater drainage network, and maintenance of the connected lines (whether the maintenance is electrical, civil, mechanical, or treatment-related).
    • Participate in preparing documents of tenders and practices for operating and maintaining the facilities and equipment of pumping and lifting stations, and maintain the connected lines, in coordination with the Design Department at the Sector.
    • Suggest the necessary methods for work development.
    • Follow-up the operation of the follow-up system on the stations, and maintenance and preventive programs.
    • Follow-up the workflow of operation and maintenance contracts of stations, and trace the accomplishment percentage.
    • Prepare necessary periodic reports in coordination with Planning and Follow-up Department at the Sector.

    The Stations Safety and Security Section undertakes the following specializations:

    • Take the security and safety procedures to ensure the preservation of the plants, worksites, and employees with regards to the preventive and security aspects.
    • Issue permits related to entry and presence in the facilities of the stations.
    • Coordinate with the competent entities (Ministry of Interior, Ministry of Defence, Civil Defence, Fire Service Directorate, etc) with regards to the to the preventive and security aspects at the plants and worksites, in emergency cases.
    • Ensure the implementation of security and safety terms and rules for protecting the workers during work implementation at the plants.
    • Follow-up the security and safety devices used in the Department sites, and periodically check its validity.
    • Coordinate with the Ministry of Health to conduct the tests necessary for hiring the Department staff.
    • Prepare periodic and emergency reports on the accident cases at the Department.

    Fourth: The Specializations of the Treated Water Department:

    The Treated Water Department undertakes the following specializations:
    • Control, manage treated water distribution, and utilize it.
    • Operate and maintain treated water network in the control centers and farms in all the State of Kuwait.

    The Treated Water Department comprises the following sections:

    • Control Centers and Distribution Section.
    • Treated Water Networks Section.
    • Treated Water Follow-up Section.

    The Control Centers and Distribution Section undertakes the following specializations:

    • Supervise the periodic and emergency maintenance of the facilities and buildings of the treated water control centers, ensuring their suitability for work.
    • Conduct the necessary tests on the treated water coming from the treatment plants to ensure they meet the international standards and specifications.
    • Participate in preparing contracts of managing, operating,and maintaining the facilities and buildings of the treated water control centers used in agricultural purposes, and supervise their implementation.
    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions.
    • Prepare reports on the work related to the Section.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the Safety Department and the competent entities with regards to improving them.
    • Any additional works assigned to them.

    The Treated Water Network Section undertakes the following specializations:

    • Manage, operate, and maintain treated water networks at the agricultural sections.
    • Supervise the periodic and emergency maintenance of the facilities and buildings of the treated water networks, ensuring their suitability for work.
    • Prepare and issue work orders for the works of operating and maintaining all treated water networks, and maintain their connected lines.
    • Conduct the necessary tests on the treated water coming from the control centers to ensure they meet the international standards and specifications.
    • Follow-up the issuance of periodic and final payments in accordance with the systems and decisions.
    • Participate in preparing contracts of managing, operating, and maintaining the facilities and buildings of the treated water. networks used in agricultural purposes, and supervise their implementation.
    • Prepare reports on the work related to the Section.
    • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the Safety Department and the competent entities with regards to improving them.

    The Treated Water Follow-up Section undertakes the following specializations:

    • Develop maintenance programs for all operation and maintenance contracts at the controls centers and the treated water distribution networks .
    • Participate in preparing related documents of tenders and practices in coordination with the Design Department at the Sector .
    • Suggest the necessary methods for work development at the Department.
    • Follow-up the workflow of operation and maintenance contracts of the Department, and prepare the necessary reports.
    • Prepare the necessary studies, develop future plans to use treated water, and coordinate with the competent authorities.
    • Follow-up treated water delivery requests to farms, and coordinate with the competent entities.
    • Prepare reports and data on treated water and the necessary documents.

    Fifth: The Specializations of the Environmental Affairs Department:

    • Ongoing environmental control of sea, land and air environment to protect it from sanitary sewage contaminants, and conduct the necessary studies for raising the efficiency of sanitary facilities.
    • Grant approvals with regards to connecting factories and companies to the sanitary sewage system after conducting the necessary tests, and detecting illegal connectors in coordination with the competent entities.
    • Conduct the necessary studies for raising the efficiency of sanitary facilities.
    • Prepare the contracts of protecting environment from sanitary sewage contaminants, and participate in preparing studies related to the environmental impact of contracts related to the sanitary facilities.
    • Check and test the biological/chemical substances used internationally on the Kuwait environment to choose the suitable ones and utilize them.

    The Department comprises the following sections:

    • Environmental Follow-up Section.
    • Environmental Auditing Section.
    • Laboratory and Environmental Studies Section.
    • Environment Information Section.

    The Environmental Follow-up Section undertakes the following specializations:

    • Periodically follow-up the sanitary sewage facilities (networks, pumping and lifting stations, purification plants, and portable treatment plants) with regards to the related environment problems and find the suitable solutions.
    • Receive the citizen and resident complaints on the emission of bad odors or leakage of wastewater to basements, and find the suitable solutions in coordination with the related entities.
    • Monitor the emergency exits periodically to ensure that wastewater is not drained into them and find suitable solutions in coordination with the competent entities.
    • Check and follow-up the projects under construction starting from the drilling phase until the end to ensure that nothing is contaminated.
    • Conduct the chemical or biological injection in emergency cases, in coordination with the Laboratory and Environmental Studies Section.

    The Environmental Auditing Section undertakes the following specializations:

    • Check the different factories, companies, and facilities connected to the sanitary sewage system to ensure they meet the environment conditions for connecting to the public network, and detect the violations and illegal connectors on the public network, in coordination with the Environmental.
    • Grant approvals with regards to connecting factories and companies to the sanitary drainage networks after conducting the necessary tests, in coordination with the competent entities.
    • Records violations against violators.
    • Prepare periodic reports on the work of the Section.

    The Laboratory and Environmental Studies Section undertakes the following specializations:

    • Conduct the laboratory tests and analysis on samples received from the sections at the Departments of the Sanitary Engineering Sector.
    • Check the products – chemical or biological substances used internationally – received by the Section to study their efficiency and effectiveness in the environmental protection of Kuwait from the sanitary sewage contaminants, and choose the suitable ones to be utilized.
    • Conduct studies for raising the efficiency of the sanitary facilities and follow-up the international researches in this regards.
    • Compete the procedures of new projects in coordination with the Environmental Follow-up Section, such as withdrawing samples from the project site and conducting necessary tests, them require the project owner with a pledge and declaration for ensuring treating groundwater before being drained to the rainwater network.
    • Prepare daily reports on the work of the Section.

    The Environment Information Section undertakes the following specializations:

    • Set the necessary mechanisms that help the departments to update the necessary data and geographic information applications to serve the departments goals through the Internet and mobile devices.
    • Unify the spatial data specifications of images, maps, and plans for all departments at the Sector.
    • Collect all geographic and functional data, and decision-making support systems within the geographical, institutional, comprehensive, and multipurpose database, and provide them for decision-makers during crisis management within the Sector.
    • Supervise the automated system to support crisis management decisions.
    • Participate in the analysis and design phases of the databases of geographical information systems, and spatial decisions-making support systems.
    • Check and receive satellite images, process these images digitally, and unify its own coordinate system to be fully compatible with the geographic information system and mapping systems at the Sector.
    • Supervise the development of standardized policies for quality control, ensure them for all activities, and support decision-making along with the development of the required mechanism for quality control.
    • Develop standardized specifications for documents and reports that are produced within the sector for all databases and applications to be adhered to by all workers in the Sector in order to unify the form of produced documents.
    • Prepare periodic reports on the work of the Department.
    • Prepare the environmental standards for sanitary and industrial sewage system in coordination with the Environment Public Authority.
    • Save the environment data and information that are received by the Department, and prepare the annual statistics.

    Sixth: Specializations of Planning and Follow-up Office:

    The Planning and Follow-up Office undertakes the following specializations:
    • Prepare the work plans and strategies at the Sanitary Engineering Sector.
    • Prepare monthly and annual reports on work flow, annual budget, and the five-year plan.
    • Audit and issue the monthly and final payments for the Sector projects and agreements in coordination with the organizational units at the at the Minsitry.
    The Planning and Follow-up Office comprises the following sections:
    • Planning Section.
    • Accounting Section.

    The Planning Section undertakes the following specializations:

    • Coordinate with the Planning and Development Sector to prepare the general strategy and the development plan for the Sanitary Engineering Sector .
    • Prepare the annual budget for the projects of the Sanitary Engineering Sector, in cooperation with the competent entities.
    • Prepare the annual and monthly reports, statistics, and data on workflow based on the reports of the different departments in the Sanitary Engineering Sector.
    • Follow-up the nomination of members in technical committees which are formed to examine the financial and technical proposals presented by consulting engineering offices and tender offers related to the Sector.
    • Coordinate with the Legal Contracts Department with regards to examining the technical part of the lawsuits, arbitration, and claims.
    • Follow-up the damages that others might cause to the Ministry facilities or the Ministry causes to others or to the facilities of other ministries.
    • Examine and estimate the requirements of the Sector projects of workers to be approved by the competent entities inside and outside the Ministry.
    • Keep sufficient data and information on the performance level of contractors and consultants with regards to the periodic and final evaluation results for each contract and agreement and notify the Control and Audit Affairs Sector, in coordination with the departments affiliate to the Sector.
    • Follow-up the correspondence related to the questions of the National Assembly members and press, and reply to them in coordination with the competent entities.
    • Study and estimate the Sector needs of labor in coordination with the competent entities with regards to developing and training the Sector staff to raise efficiency and improve performance; in addition to following up the annual reports of the Sector staff in coordination with the competent departments.
    • Coordinate with the central library to follow-up the Sector needs to books, references, and periodic scientific and specialized publications.
    • Follow-up the needs of the Sector of systems and software, in coordination with the competent entities.
    • Coordinate with the Public Relations Department with regards to participation in fairs and celebrations in which the Ministry participates.
    • Participate in responding to the notes from Accounting Headquarters, and Government Performance Follow Up Apparatus, in coordination with the competent entities.
    • Submit a periodic report on a monthly basis of the cash flows of ongoing contracts at the Sector departments to the Assistant Officer of the Sector with the recommendations, if any.

    The Accounting Section undertakes the following specializations:

    • Audit and revise accomplishment lists of payment certificates for contractors and engineering offices prepared by them, after approving them by the competent entities.
    • Audit and prepare the issuance of the periodic payments, and coordinate with the Contract Accounting Department with regards to issuing the final payment certificates.
    • Audit, revise, and prepare the payment certificates for the claims related to the Sector projects, in coordination with the competent entities.
    • Follow-up completing the issuance of change orders and contract extension orders, in coordination with the Contract Accounting Department, to be approved by the competent entities at the Ministry in coordination with the competent departments.
    • Follow-up the bank guarantees of accomplishment, the down payment, and the retention and insurance policies presented by the contractor or consultant; in coordination with the competent entities.
    • Follow-up the budget of Chapter Four, and monitor spending of funds and ensuring that the budget is not exceeded.
    • Participate in the primary and final receiving committees for the sanitary engineering projects​​​​​​​​​.
