​Specializations of Organizational Units In the Road Engineering Sector

The Road Engineering Sector undertakes preparing designs and supervising the implementation of roads, services, and bridges and the maintenance of highways and bridges.
The Road Engineering Sector comprises the following departments and organizational units:
  • First: Implementation Department.
  • Second: Planning Department.
  • Third: Highway Department.
  • Fourth: Planning and Follow-up Office.

First: Specializations of the Implementation Department:

The implementation Department undertakes supervising the implementation of road work and services. The Department comprises two sections:
  • Supervision Section
  • Project-System Section

The Supervision Section undertakes the following specializations:

  • Supervise the implementation of road projects entrusted to the Implementation Department and the related services, and ensure that the implemented work and the materials used meet the criteria and specifications in the contract
  • Construction Material Section
  • Approve the contractors
  • Prepare and list the amount of implemented work monthly, prepare the related accomplishment lists, and forward them to the Project-System Section
  • Prepare the change orders and the suggested extension orders during the implementation, in coordination with the Project-System Section, to be approved by the competent entities
  • Coordinate with the Quality Control Department to get its agreement concerning the approval of the alternative materials with regards to the source, specifications, and prices
  • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the competent entities with regards to improving them
  • List the implemented work, and undertake the inventory and assessment of tools, equipment, and material in the case of withdrawal of work from a contractor or work suspension due to the contractor negligence
  • Follow-up and review the as-built drawings submitted by contractors
  • Prepare and Participate in the primary and final receiving committees for the completed projects
  • Examine the financial and time-extension claims proposed by the contractors, in coordination with the competent entities
  • Prepare the periodic and final evaluation of the performance level of contractors of implemented work, and notify the Planning and Follow-up Office with the evaluation results

The Project-System Section undertakes the following specializations:

  • Review and audit the accomplished work and documents monthly and the final work delivered of project, in addition to comparing them to the contract quantity and ensuring that is not exceeded
  • Coordinate with the Control and Audit Affairs Sector to review and follow-up the extension and change orders, and determine the modified work prices and the alternative materials
  • Audit and review the bank guarantees and insurance policies
  • Follow-up project workflows and compare them to the approved schedules, and prepare the related periodic reports
  • Coordinate with the Planning and Follow-up Office and the Legal Affairs Department with regards to the matters related to the lawsuits and claims on projects of the Department
  • Follow-up the current budget and the monthly and final expenditures of project contracts
  • Store the project files related to the Department

Second: Specializations of the Design Department:

The Design Department undertakes preparing road designs in coordination with the Kuwait Municipality and the other competent entities. It also follows up the consultancy engineering offices which designs dome of the road projects. The Design Department comprises the following sections:
  • Road Designing Section
  • Rainwater-Drainage-Networks
  • Contract Section
  • Supporting Services Section

The Road Designing Section undertakes the following specializations:

  • Prepare the engineering designs and studies for the Ministry road projects
  • Coordinate with the entities concerned with road project designing and studies inside and outside the Ministry
  • Review and follow-up the road-project designs prepared by other entities
  • Work on developing the basis of road engineering design
  • Follow-up the work implementation of consultant engineering offices for designing phases, in accordance with the concluded agreements
  • Prepare the financial payments to the consultant engineering offices for the designing phases, in coordination with the competent entities at the Ministry
  • Prepare the special technical specifications in cooperation with the Contract Section
  • Prepare the annual budgets for projects and agreements in coordination with the competent entities
  • Coordinate with the competent entities in solving project designing issues during the implementation phases
  • Participate in the primary and final receiving committees for the completed projects at the Sector
  • Prepare the periodic and final evaluation of the performance of the consulting engineering offices for the designing agreements, notify the designing and follow-up offices with the evaluation results

The Rainwater-Drainage-Network Designing Section undertakes the following specializations:

  • Prepare the different engineering designs and studies for rainwater drainage networks, sewerage, and rainwater channel dams
  • Prepare the special technical specifications in cooperation with the Contract Section
  • Prepare the annual budgets for projects and agreements in coordination with the competent entities
  • Coordinate with the competent entities in solving project designing issues during the implementation phases
  • Participate in the primary and final receiving committees for the completed projects at the Sector
  • Prepare the periodic and final evaluation of the performance of the consulting engineering offices for the designing agreements, and notify the Planning and Follow-up Affairs with the designing results

The Contract Section undertakes the following specializations:

  • Review and audit project plans and sketches to ensure they are comprehensive and consistent
  • Calculate the different business item amounts based on the plans, prepare amount tables, and estimate the initial cost for projects
  • Review the special technical specifications and compare them to the ones in plans
  • Prepare the technical specification and terms of reference, and study and evaluate the financial and technical proposals of consulting engineering offices, in competent entities
  • Cooperate with the Document and Contract Sector Department to suggest lists of contractors and consulting engineering offices for inviting them to participate in tenders, in coordination with the competent sections
  • Coordinate with the Contract and Document Department to prepare all contract and agreement documents for the road and service projects

The Supporting Services Section undertakes the following specializations:

  • Coordinate with the Kuwait Municipality and the competent entities to receive the road project pivots and levels, and ensure that they are free of debris and other obstacles before starting the implementation
  • Complete the cadastral survey works for the project worksites and collect comprehensive data on such sites, including data on the current services
  • Undertake all the engineering drawing work of the projects assigned to the Department
  • Save the road project documents and retrieve them when necessary
  • Follow-up the responses to the Kuwait Municipality correspondence with regards to parcel sorting and the correspondence of the Facilities and Sub-Services Committees at the Municipality, in coordination with the competent entities

Third: Specializations of Highway Department:

The Highway Department undertakes supervising and maintaining highways and bridges and conducting the studies necessary for evaluating and improving the performance of highways and bridges. The Highway Department undertakes the following sections:
  • Studies Section
  • Implementation Section

The Studies Section undertakes the following specializations:

  • Prepare the preliminary studies for the highway and bridge projects
  • Prepare the feasibility studies for implementing any changes or improvements on highways and bridges
  • Evaluate the existing bridges and suggest the necessary repairs or enhancements in coordination with the competent entities
  • Participate in preparing the technical requirements and terms of reference for highway projects in coordination with the Design Department
  • Participate in examining and evaluating the financial and technical proposals by the consulting engineering offices for highway projects in coordination with the Design Department
  • Continuously review the special and general specifications and contract documents, in coordination with the Design Department, based on the information received from the different sections for the purpose of development

The Implementation Section undertakes the following specializations:

  • Participate in evaluating the proposals presented by the consulting engineering offices with regards to implementing the projects of highways and bridges, in coordination with the competent entities inside and outside the Ministry
  • Participate in technical committees to examine the project tenders of highways and bridges
  • Supervise the project implementation, and ensure that the substances used and the work implemented by contractor meet the contract conditions, specifications, and documents, in coordination with the competent entities at the Ministry
  • Coordinate with the Quality Control Department to get its agreement concerning the approval of the alternative materials with regards to the source, specifications, and prices
  • Approve Contractors for project implementation
  • Prepare the monthly payments for contractors and consultants during the implementation-supervision phase
  • Prepare the change orders and the suggested extension orders, in coordination with the Control and Audit Sector, to be approved by the competent entities at the Sector
  • Examine the financial and time-extension claims proposed by contractors and consultants, in coordination with the competent entities
  • Participate in the primary and final receiving committees for the completed projects
  • Prepare the periodic and final evaluation of contractors and consulting engineering offices in coordination with the competent entities, and notify the Planning and Follow-up Office with the evaluation results
  • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the competent entities with regards to improving them

Fourth: Specializations of Planning and Follow-up Office:

The Planning and Follow-up Office undertakes preparing the work plans and strategies at the Road Engineering Sector. It prepares monthly and annual reports on work flow, annual budget, and the five-year plan. In addition, it undertakes issuing and auditing the monthly and final payments for the Sector projects and agreements. The Planning and Follow-up Office comprises the following sections:
  • Planning Section
  • Accounting Section

The Planning Section undertakes the following specializations:

  • Coordinate with the Planning and Development Sector to prepare the general strategy and the development plan for the Road Engineering Sector
  • Prepare the annual budget for the projects of the Road Engineering Sector, in cooperation with the competent entities
  • Prepare the annual and monthly reports, statistics, and data on workflow based on the reports of the different departments in the Road Engineering Sector
  • Follow-up the nomination of members in technical committees which are formed to examine the financial and technical proposals presented by consulting engineering offices and tender offers related to the Sector
  • Coordinate with the Legal Affairs Department with regards to examining the technical part of the lawsuits, arbitration, and claims
  • Follow-up the damages that others might cause to the Ministry facilities or the Ministry causes to others and to the facilities of other ministries
  • Examine and estimate the requirements of the Sector projects of workers to be approved by the competent entities inside and outside the Ministry
  • Keep sufficient data and information on the performance level of contractors and consultants with regards to the periodic and final evaluation results for each contract and agreement and notify the Control and Audit Affairs Sector, in coordination with the departments affiliate to the Sector
  • Follow-up the correspondence related to the questions of the National Assembly members and press, and reply to them in coordination with the competent entities
  • Study and estimate the Sector needs of labor in coordination with the competent entities with regards to developing and training the Sector staff to raise efficiency and improve performance; in addition to following up the annual reports of the Road Engineering Sector staff in coordination with the competent departments
  • Coordinate with the central library to follow-up the Sector needs to books, periodicals, references, and scientific and specialized publications
  • Follow-up the needs of the Sector of systems and software, in coordination with the competent entities
  • Coordinate with the Public Relations Department with regards to participation in fairs and celebrations in which the Ministry participates
  • Follow-up the expenditures with relation to Chapters Two and Three of the annual budget with the competent entities

The Accounting Section undertakes the following specializations:

  • Audit and revise accomplishment lists of payment certificates for contractors and engineering offices prepared by them, after approving them by the competent entities
  • Audit and prepare the issuance of all monthly payments, and coordinate with the Contract Accounting Department with regards to issuing the final payment certificates
  • Prepare the annual and monthly reports, statistics, and data on workflow based on the reports of the different departments in the Road Engineering Sector
  • Audit, revise, and prepare the payment certificates for the claims related to the Sector projects, in coordination with the competent entities
  • Follow-up completing the issuance of change orders and contract extension orders, in coordination with the Contract Accounting Department, to be approved by the competent entities at the Ministry in coordination with the competent departments
  • Follow-up the bank guarantees of accomplishment, the down payment, and the retention and insurance policies presented by the contractor or consultant; in coordination with the competent entities
  • Follow-up the budget of Chapter Four, and monitor spending of funds and ensuring that the budget is not exceeded
  • Participate in the primary and final receiving committees for the Road Engineering Sector projects
  • Participate in responding to the notes from State Audit Bureau, in coordination with the competent entities
