Specializations of Organizational Units Affiliate to the Minister

The following departments and units are affiliate to the Minister:
  • First: Minister’s Advisory Body.
  • Second: Coordination and Follow-up Sector.
  • Third: Minister’s Office Department.
  • Fourth: Inspection and Audit Office.

First: Minister’s Advisory Body:

The Minister’s Advisory Body undertakes participating in developing work strategies at the Ministry, and presenting recommendations and suggestions on raising efficiency at the Ministry.
The Minister’s Advisory Body has the following specializations:
  • Prepare the agenda to be presented at the meetings of the Planning Committee, and notify the member with it.
  • Notify the members and the competent entities with the decisions taken at the Planning Committee, and follow-up the implementation of such decisions.
  • Follow-up the work of full-time and part-time experts and consultants at the Ministry.
  • Participate with the competent entities in developing strategies for achieving the desired goals.
  • Present suggestions and recommendations on development programs and projects.
  • Follow-up researches and studies related to the Ministry, and present recommendations on them
  • Examine all the memos and report referred by the Minister and give opinion on them.

Second: Coordination and Follow-up Sector

This sector comprises the following:
  • Coordination Department.

General Objectives:

Undertaking the coordination and follow-up tasks with relation to the letters, decisions, and referrals that are outgoing from and ingoing to the Ministry; in addition to preparing periodical reports on the levels of accomplishment, the obstacles, and the defects in implementation.

The Coordination Department comprises the following departments and organizational units:

  • First: Coordination and Follow-up Control.
  • Second: Coordination and Follow-up Section.

Undertake supervising the Coordination and Follow-up Control

Second: Specializations of Coordination and Follow-up Control:

Undertake supervising the Coordination and Follow-up Section

Third: Specializations of Coordination and Follow-up Section:

  • Prepare periodical reports on complaints, requests, and inquiries directed to the Minister.
  • Coordinate with the Minister's Office Department and the Under-Secretary Office Department to organize field visits and tours of the Minister to the different projects and work sites of the Ministry.
  • Follow-up the accomplishments in the subjects outside the Ministry that are related to the work of the Minister.
  • Create a comprehensive database of statistics, decisions, letters, and transcripts needed by the Minister in his work; and use the assistance of the Technical Office Department of the Under-Secretary when needing such data.
  • Implement and follow-up all instructions issued by the Minister .

Third: Minister’s Office Department

The Minister’s Office Department undertakes reviewing, organizing, and following-up the memos, letters, and all subjects to be presented to the Minister. In addition, it organized the Minister’s appointments and meetings. The Minister’s Office Department comprises the following:
  • A- Council Affairs Control.
  • B- Council Section.
  • C- Secretariat Section.
  • D- Implementation and Follow-up Unit for Council of Ministers’ Decisions.

A- Council Affairs Control

 The Council Affairs Control undertakes organizing the Minister’s attendance of meetings, and following up what is received by councils and governors and presenting it to the minister. ​

The Council Section undertakes the following specializations:

  • Receive the letters sent by the Kuwait National Assembly and the Council of Ministers, and present them to the Minister to be referred to the Under-Secretary.
  • Follow-up all what the Council of Ministries, National Assembly, Municipal Council, and the governors send with regards to the Ministry work.
  • Organize the Minister’s appointments for attending the National Assembly meetings.
  • Organize and save the files of the National Assembly correspondence.
  • Coordinate with the committees affiliate to the National Assembly.

The Secretariat Section undertakes the following specializations:

  • Organize the Minister’s meetings, and receive citizens and applicants and receive their complaints in coordination with the competent entities.
  • Organize and save the Minister’s appointments and commitments.
  • Organize the Minister’s visits to the departments of the Ministry and the project work sites.
  • Receive, forward, and save all the correspondence incoming to or out going from the Minister’s Office Department, in addition to organizing them to be presented to the Minister.
  • Undertake all the printing and proofreading tasks before presenting documents to the Minister.
  • Follow-up the administrative matters related to the Department employees and finish their work transactions, in coordination with the competent entities.

The Implementation and Follow-up Unit for Council of Ministers’ Decisions undertakes the following specializations:

  • Organize the Minister’s appointments for attending the Council of Ministers meetings.
  • Organize and save the files of the Council of Ministers correspondence.
  • Coordinate with the committees affiliate to the Council of Ministers with regards to the Minister’s meetings.
  • Follow-up the decisions issued by the Council of Ministers with regards to the Ministry.

Fourth: Inspection and Audit Office

Inspection and Audit Office undertakes the following specializations:
  • Identify the extent of compliance of all departments in applying decisions, regulations, and administrative circulars issued by the Ministry, and follow-up the implementation of the related decisions of the Council of Ministers, Civil Service Council, National Manpower Commission, and Ministry of Finance.
  • Review, examine, and evaluate the implementation procedures of the key financial and administrative activities of the Ministry in accordance with the approved financial and administrative politics.
  • Conduct administrative and financial audit with regards to Ministry work and activities.
  • Follow-up creating the Ministry reports and memos related to responding to and giving opinion on reports and notes from different supervisory entities in the Country.
  • Coordinate and cooperate with different departments to ensure the full implementation of the above mentioned items.
  • Create periodic reports on the results of auditing and reviewing Ministry activities and accomplishments; and present such reports to the Ministry officials, indicating any obstacles or difficulties that may detain the entity work and proposing the suitable solutions.
  • Any other tasks assigned to the Office by the Minister concerned with supervising the Ministry.
