Specializations of Organizational Units Affiliate to the Under-Secretary

The Under-Secretary is the one responsible before the Minister for implementing the general policies and all the work of the Ministry. He supervised the implementation of work and monitors the work flow and all the administrative and technical matters of the bodies affiliate to the Ministry.

The following departments and organizational units are affiliate to the Under-Secretary:

  • First: Under-Secretary Office Department
  • Second: Technical Office
  • Third: Public Relations Department
  • Fourth: Environmental Auditing Department

First: Specializations of the Under-Secretary Office Department:

The Under-Secretary Office Department undertakes following-up and reviewing all subjects presented to the Under-Secretary. This is to be done after coordinating with specialists at the Ministry and ensuring the correct implementation of the ministerial and administrative resolutions and circulars.
The following sections are affiliate to the Under-Secretary Office Department:
  • Preparation and Follow-up Section
  • Secretariat Section

The Preparation and Follow up Section undertakes the following specializations:

  • Contact the Ministry sectors to obtain information, data, and studies related to the Ministry work; and survey the opinions of specialists concerning the subjects to be studies, then present them to the Undersecretary for decision making.
  • Supervise and follow up on the implementation of the administrative and ministerial decisions and circulars that are taken by various sectors and administrations, making sure to prepare for the decisions that are approved by the Minister and the Undersecretary.
  • Receive complaints and concerns submitted to the office, present them to the Deputy Minster, and follow up on their resolution in coordination with the competent bodies.
  • Follow up on the works of the National Assembly, and the queries of the Deputies and the Ministers, as well as the correspondence of the Council of Ministers General Secretariat, the Municipality of Kuwait, the Municipal Council and the Governors, in coordination with the Technical Office and the Minister's Office Department.
  • Prepare important correspondences of the Minister and the Undersecretary that are issued to external entities, as well as the correspondences of the Undersecretary to the Ministry.
  • Prepare studies related to the Ministry work, in coordination with the competent entities.
  • Follow up on the supervision of the control chamber programs in coordination with the Ministry’s competent departments.
  • Carry out all the instructions issued by the Undersecretary and follow up on their implementation with the competent entities.

The Secretariat Section undertakes the following specializations:

  • Make arrangement for holding the meetings headed by the Undersecretary, and prepare the schedules according to the subjects to be presented at such meetings.
  • Coordinate with the Undersecretary Office Department concerning the meetings attended by the Undersecretary.
  • Coordinate with Public Relations Department to organize conferences, seminars, and press conferences held by the Undersecretary.
  • Organize the Undersecretary visits to the departments and work sites of the projects undertaken by the Ministry.
  • Schedule the Undersecretary meetings and appointments, and receive phone calls and faxes.
  • Receive, record and forward the incoming and outgoing correspondence to and from the Undersecretary Office, in addition to organizing them to be presented to the Undersecretary.
  • Collect the different documents, ministerial and administrative resolutions, circulars, reports, and internal and external letters sent from and to the Undersecretary; in addition to providing the latest methods for saving and retrieving them.
  • Prepare, proofread, and print letters and memos issued by the Undersecretary and the Undersecretary Office Department Head, whether inside or outside the Ministry.
  • Follow up and complete the functional processes related to the staff of the department, in coordination with the competent entities at the Ministry.
  • Follow up on providing the required stationary, office equipment, and furniture; in coordination with the competent entities.
  • Supervise office equipment maintenance and cleaning services.

Second: Specializations of the Technical Office:

The Technical Office undertakes the following specializations:
  • Prepare and write the correspondences of the Minister and the Under-Secretary to all entities.
  • Follow-up the work of committees and the meetings of the Under-Secretary, and write down the minutes of meetings and follow-up their
  • implementation with different entities outside and at the entities.
  • Carry out the different technical studies required by the Under-Secretary.
  • Review the change order documents, contract extension orders, and consultancy agreements that are received from the competent entities before being approved by the Under-Secretary.
  • Study and evaluate the suggestions and opinions related to the development of work methods, in coordination with the different sectors at the Ministry, then present them to the Under-Secretary.
  • Participate in the Under-Secretary visits to check on the projects and agreements of the Ministry.
  • Study and evaluate the monthly report on the projects and agreements of the Ministry.
  • Prepare, implement, and follow-up all the instructions issued by the Under-Secretary.
  • Follow-up the implementation of circulars and the ministerial and administrative decisions, and present a report on them to the Under-Secretary

Third: Specializations of the Public Relations Department:

The Public Relations Department undertakes the media coverage of the Ministry activities. It also educates citizens and residents on the importance of maintaining the State’s public utilities. In addition, it follows-up all what is published or broadcasted in coordination with the competent entities outside of and at the Ministry.

  • Public Relations Section.
  • Media and Follow-up Section.
  • Supporting Services Section.
  • Citizen Service Office.

The Public Relations Section undertakes the following specializations:

  • Coordinate with the Administrative Services Department to facilitate the reception and orientation of the applicants at the Ministry, provide them with the required information, and guide them to the competent entities.
  • Coordinate with the competent entities inside and outside the Ministry to organize meetings and conferences and to follow-up the Minister and Under-Secretary visits.
  • Make the necessary procedures and arrangements for participating in the local and international events and exhibitions that fall within the interests of the Ministry.
  • Receive the Ministry delegations and guests, coordinate with the competent entities to secure their residence and movements, and prepare programs of their visits and meetings.
  • Provide the required information on the external entities to which the Ministry is directly related (addresses – phone numbers – names of officials).
  • Accompanying the Minister, Under-Secretary, and official delegations inside and outside the country, and make the necessary calls to facilitate their missions on official duties.
  • Subscribe in different competitions and sport events
  • Organize sports events and cultural and social lectures for the employees of the Ministry, in coordination with the different bodies and organizations.
  • Organize trips for the Ministry employees, and give gift to the employees whose service has ended
  • Organize the Best Employee Party.

The Media and Follow-up Section undertakes the following specializations:

  • Cover the receptions, meetings, and visits of the Minister, Under-Secretary, and Ministry officials.
  • Coordinate with the competent entities at the Ministry for holding press, television and radio interviews and meetings.
  • Cover the Ministry activities and provide, in coordination with the competent entities, information, brochures, pamphlets, advertisements, and data on the nature of the Ministry work .
  • Prepare awareness programs for the citizens and residents to inform them on the role of the Ministry and the importance of maintaining the State’s public utilities.
  • Follow all what is published or broadcasted on the Ministry through the different means of media, and provide the Ministry officials with it within a daily bulletin prepared for this purpose.
  • Follow-up the responses of departments on the complaints and inquiries received by the Ministry.
  • Supervise the Ministry subscriptions in the local and foreign newspapers and evaluate the Ministry needs in regards to such newspaper.
  • Prepare a monthly report on what has been mentioned in the media and what actions were taken by the Ministry in this regard.
  • Coordinate with the competent entities to obtain the different reports and statistics on the project implementation stages, and provide them to the media.
  • Prepare the annual book of the Ministry that include all the Ministry accomplishments supported by photos1
  • Establish a permanent exhibition at the Ministry that includes all the accomplishments of the Ministry since its establishment supported by photos, models, and brochures
  • Accompanying the Ministry maintenance teams to follow-up the actions taken in regards to the complaints and cover it through the media.

The Supporting Services Section undertakes the following specializations:

  • Receive, record and transfer the Department correspondence to the competent departments.
  • Organize and save correspondence and documents related to the Department work.
  • Complete and proofread all printing tasks.
  • Follow-up the completion of functional processes related to the Department, in coordination with the competent entities at the Ministry.
  • Follow-up and complete the functional processes related to the Department staff, in coordination with the competent entities.
  • Prepare responses, memos, and letters related to the work undertaken by the Department
  • Contribute in preparing a service guide of the Ministry.
  • Create and update the Ministry database of media and services.

The Citizen Service Office undertakes the following specializations:

  • Meet the applicants, receive their applications, and respond to their inquiries.
  • Facilitate the completion of the citizens’ requests.
  • Receive suggestions and complaints submitted by the public or by any other entities, take the necessary actions, and present it to and follow it up with the competent entities at the Ministry.
  • Facilitate the requests by the families of martyrs, captives, and the missing.
  • Prepare a monthly report on the amount and nature of the complaints received by the Office.

The Specializations of the Environmental Affairs Department:

  • Create plans and mechanisms to deal with any negative impacts on the environment during emergencies, and follow up on their implementation according to the Ministry’s scope of work.
  • Coordinate with Contact officers to exchange data on environmental monitoring, in coordination with the competent departments in the Environment Public Authority.
  • Study and review reports received from the Environment Public Authority or other departments and sectors of the Ministry, and prepare the responses needed for the taken measures.
  • Determine the possible sources of the pollution and the requirements needed to abide by the environmental standards, and submit the required reports in order to reduce the negative impacts on the environment.
  • Ensure that the Ministry is committed to conducting the necessary environmental impact assessment studies for all of its facilities according to the implementing regulations of the Environmental Protection Act.
  • Ensure that the environmental requirements of the Ministry are applied according to the implementing regulations of the Environmental Protection Act.
  • Work on awareness programs in the Ministry in order to increase environmental awareness among workers, in coordination with the competent departments in the Ministry.
  • Abide by the Ministry’s environmental procedures, standards, and requirements, and comply to the Environmental Protection Act No. 42 of 2014 and its implementing regulations.
