Specializations of Organizational Units In Planning and Development Sector

The Planning and Development Sector undertakes the preparation of the general strategy of the Ministry and the related development plans. This is done through defining all projects of the Ministry and determining the start priorities of them. The Sector responsibilities also includes: setting the general frames that ensure a well integrated performance; listing the training needs, preparing plans and implementing programs for staff training and qualification; and developing, implementing, and following up the operational plans of Information technology and systems.

Planning and Development Sector comprises the following departments and organizational units:

  • First: Planning Department
  • Second: Center of Information Systems
  • Third: Administrative Planning Department
  • Fourth: Central Library
  • Fifth: Administrative Unit

First: Specializations of Planning Department:

The Planning Department undertakes the preparation and follow-up of the general strategy of the Ministry and the related development plans and action programs, follow them up periodically, and indicate how far they are related to the realistic and proposed changes. In addition, the department prepared the researches and studies for everything related to the development plans.
The Planning Department comprises the following sections:
  • Study and Follow-up Section
  • Statistics and Information Section
  • Manpower Planning Section

The Study and Follow-up Section undertakes the following specializations:

  • Prepare the general strategy of the Ministry in coordination with the different sectors at the Ministry, in accordance with the public policy; in addition to following-up implementing and updating the strategy in accordance with the future requirements and trends
  • Coordinate with the competent entities at the Ministry to present suggestions and alternatives for leveling up the services and achieving the desired goals, in accordance with the State's public policy
  • Study and develop development plans and the government action program, in coordination with the competent entities inside and outside the Ministry; in addition to following up the necessary modifications in accordance with the State's general plan
  • Examine the sources of direct and indirect revenues, and present suggestions and alternatives for reducing the financial burden on the State budget
  • Study and annually update the general, annul, and five-year plans in accordance with the actual situation, future changes, and the general strategy
  • Study the fields of benefitting from the services of private sector, and suggest alternatives and submit them to the senior management
  • Follow-up the listed projects (contracts - agreements) with regards to the operational and financial aspects
  • Submitting the periodic technical follow-up reports to the senior management and the competent entities at the Ministry to help in making the appropriate decisions

The Statistics and Information Section undertakes the following specializations:

  • Track the works of different projects at the Ministry (contracts - agreements), and classify the information and data in the light of the reports received from the Ministry sectors
  • Cooperate and coordinate with the Ministry of Planning and other entities for providing the Ministry with the required information, data, and statistics
  • Prepare and analyze the periodic reports and statistics on the Ministry activities and accomplishments, and submit them to the relevant entities at the Ministry for making the appropriate decisions
  • Develop an integrated information system for the different aspects of statistical analysis, make it available for the relevant entities, and coordinate with the competent entities to update and develop this system

The Manpower Planning Section undertakes the following specializations:

  • Develop and follow-up the annual and five-year plans of manpower at the Ministry, I accordance with the nature of the manpower needs
  • Coordinate with the Personnel Department with regards to the implementation of the human resource plan
  • Prepare the periodic reports on the estimates of the available workforce and the amount of deficiency or surplus in departments and organizational units, and suggest suitable solutions for the situation in coordination with the different sectors of the Ministry
  • Give technical opinion on employee transfers among departments, and follow-up and indicate the extent of impact on the nature of administrative work

Second: Center of Information Systems:

The Center of Information Systems undertakes developing, implementing, and following up the plans of information technology and systems. The Center also undertakes the planning, implementing, and supervising the creation, development, implementation, and maintenance of the information technology and systems and projects. It also estimates and provides all the Ministry needs with this regards including management and providing technical support.
The Center of Information Systems comprises the following:
  • System Development Control
  • Technical Support Control
  • Coordination Unit

System Development Control

The System Development Control undertakes studying and developing information systems for the purpose of performance improvement. It also undertakes developing administrative systems, supervising databases, and providing consultations and awareness in this field.
The Control comprises the following sections:
  • Application Development Section
  • Database Section

The Application Development Section undertakes the following specializations:

  • Study the needs and priorities of the Ministry with regards to information systems, and then develop the required plans
  • Design, develop, analyze, implement, and maintain the information systems and projects
  • Implement the standards of information systems and provide the required documentation
  • Evaluate the development program used in creating information systems, and then choose the most suitable to the Ministry needs
  • Train the users on the developed information systems and applications

The Database Section undertakes the following specializations:

  • Install, operate, and manage databases, and improve their performance
  • Manage the main accountings in which databases where installed, and operate the information systems developed by the Center
  • Conduct the tests necessary for the different paving layers or the bearing layers, and evaluate the state of concrete sidewalks in airports using the displacement measuring device and the falling weight deflectometer to indicate the construction capability of the sidewalks
  • Install, operate, and maintain the pre-developed or externally-developed information systems
  • Set and implement the standard criteria for selecting, using, and securing databases; set and implement user authorization controls; and develop the required documentation
  • Train users on using the databases

Technical Support Control

The Technical Support Control undertakes providing technical support related to computers, communication networks, operating systems, and software. The Control also undertakes developing and implementing the operating plans and standards for all the above mentioned. In addition, the Center undertakes designing and implementing the technical-support procedures and methods for security systems. It also coordinates work with the beneficiary entities, spread awareness of software among users.
The Control comprises the following sections:
  • Operation Section
  • Network Section

The Operation Section undertakes the following specializations:

  • Install, maintain, and provide technical support for software and office automation programs and choose the most suitable of them based on the Ministry needs
  • Install, maintain, operate, and provide technical support for the computers sets, software, and computer accessories
  • Mange the maintenance workshop of the Center of Information Systems
  • Set the technical specifications of computer sets and accessories in accordance with the needs the applicant entities, and provide advice in this field

The Network Section undertakes the following specializations:

  • Install, maintain, and operate communication networks; transfer equipment and all types of information; set the technical specifications and work to develop all the abovementioned
  • Install, operate, and use network-management programs for monitoring and following the communication networks and information transfer at the Ministry
  • Connect users and competent entities to the Ministry networks, map to external networks, and provide advice in this field
  • Secure communication networks and information transfer at the Ministry, and set and implement user authorization controls

Coordination Unit

The Coordination Unit undertakes developing plans for qualifying the Center staff. In addition, it is responsible for technical and administrative coordination among the different organizational units at the Center, and follow-up and preparation of the annual budget of the Center.

The Coordination Unit undertakes the following specializations:

  • Manage and evaluate the administrative and technical coordination among the different organizational units at the Center; suggest methods for development; and document the work procedures and methods at the Center
  • Review the feasibility studies for the projects proposed by the organizational units at the Center, follow-up their implementation, and prepare the required reports
  • Develop plans for qualifying the Center staff in order to develop their personal and professional skills; study and evaluate the training courses on information technology and systems and the beneficiary entities, in coordination with the Administrative Development Department
  • Receive requests from departments with relation to computer sets and accessories, software, and network mapping Coordinate and cooperate with the Ministry sectors and the external entities that are involved with the work of the Center for Information Systems
  • Prepare and follow-up the annual budget of the Center; monitor expenditures of different items in cooperation with the competent entities at the Ministry; follow-up and review the procedures of practices, tenders, purchase orders, and contracts to be concluded with companies or consultancy offices, with regards to the specializations of the Center for Information Systems

Third: Specializations of the Administrative Development Department:

The Administrative Development Department undertakes the preparation and implementation of training and qualification plans and programs. It lists the training needs in cooperation with the Civil Service and National Manpower Commission. In addition, it undertakes preparing the organizational studies, developing functional and administrative structures and work methods, and simplifying the work procedures.
The Administrative Development Department comprises the following sections:
  • Organization and Job-Description Section
  • Training Section
  • Service-Development and Procedure-Simplification Section

The Organization and Job-Description Section undertakes the following specializations:

  • Conduct studies on all organizational aspects and present them to the Planning Committee at the Ministry
  • Work on developing the functional and administrative structures by suggesting creating, canceling, or merging some administrative units
  • List, sort, and classify jobs in main groups and by type according to the nature of work
  • Provide job description, and prepare and update the job description cards
  • Issue the organizational guide of the Ministry
  • Develop and analyze the staff evaluation systems

The Training Section undertakes the following specializations:

  • Conduct studies on selecting the suitable training and qualifying programs and courses
  • Follow-up, supervise, and maintain the Center buildings; including the work related to sanitation, electricity, air-conditioning, switch, and garden in coordination with the competent entities
  • Develop and implement plans for transformational, technical, and administrative training
  • Follow-up the trainees and prepare periodic reports on them
  • Supervise the procedure implementation of nominating employees to missions and study leaves in coordination with the Planning Committee
  • Prepare and follow-up the training record of each employee
  • Follow-up the Ministry subscription in technical international organizations and bodies

The Service-Development and Procedure-Simplification Section undertakes the following specializations:

  • Conduct studies on work methods, and prepare researches on simplifying the procedures
  • Organize data and office files
  • Measuring the level of services provided to the beneficiaries (staff – citizens – other entities) and work on developing them
  • Issue the Procedure Guide and Reference Guide
  • Participate in the campaign of organizing and planning work offices
  • Study the problems and obstacles hindering the work and performance and suggest methods and solutions for them

Fourth: Specializations of the Central Library:

The Central Library undertakes collecting, classifying, analyzing, and presenting all the information on the Ministry. It also provides visual and audio information and facilitates its extraction by users at the Ministry.

The Central Library undertakes the following specializations:

  • Provide regular research services to the beneficiaries, and provide information on the recent developments in the Ministry work
  • Provide, keep, and update the references, periodicals, international and local standards, and books that are related to the work of the Ministry
  • Prepare records of scientific periodicals and books that the Library receive, and issue regular lists of the recent acquisitions
  • Classify, store, and indexing the scientific periodicals and books according to the applicable international systems
  • Collect information and databases, and organize scientific publications and reports
  • Keep copies of the Ministry reports and documents, except the plans, and classify them in a scientific practical method that facilitate obtaining or retrieving them when needed
  • Receive requests from the different departments with regards to their needs of books, periodicals, and publications that fall within the scope of the Ministry and work on providing them

Fifth: Specializations of the Administrative Unit:

The Administrative Unit undertakes the following specializations:

  • Prepare, follow-up, and save all the correspondence of the Sector
  • Follow-up the secretariat work of the Sector
  • Follow-up the expenditures with relation to Chapters Two and Three of the annual budget, and supervise the distribution of the Sector needs
  • Provide and update a database of all the staff of the Sector
  • Follow-up the completion of functional processes related to the staff, in coordination with the competent entities
  • Supervise office equipment maintenance
  • Follow-up providing the required stationary, printed forms, office equipment, and furniture; in coordination with the competent entities
