The Infrastructure Operation Office undertakes operating and managing paving operations, bridges, all road-related operations, sanitary drainage networks, and rainwater drainage. It also operates and manages the integrated system for operating the infrastructure, in addition to collecting and updating information related to this system, and preparing the studies related to evaluating these networks.
The Infrastructure Operation Office comprises the following sections:
- Road Network Section
- Services Section
- Program Management Section
The Road Network Section undertakes the following specializations:
- Prepare studies on evaluating the state of sidewalks and bridges and all the road-related matters
- Collect and audit the necessary data for creating a detailed database for the information of internal-road networks, sidewalks, bridges, and all the road-related matters
- Operate the programs for paving operations, bridges, and all the road-related matters
- Propose the plans and programs necessary for the maintenance of sidewalks and all the road-related matters in all Kuwait areas
- Qualify the staff on operating the programs for managing paving operations, bridges, and all the road-related matters
The Services Section undertakes the following specializations:
- Prepare the studies on evaluating the state of the sanitary and rainwater drainage networks
- Collect, audit, and update the information necessary for providing an information database for collecting the items of the sanitary and rainwater drainage networks
- Propose programs for maintaining the sanitary and rainwater drainage networks
- Operate the programs for managing the operations of the sanitary and rainwater drainage networks
- Qualify the staff on operating the programs of these networks
The Program Management Section undertakes the following specializations:
- Operate and update the system of the Infrastructure Operation Department
- Update the electronic plans and add the new work to them
- Operate the project management software
- Propose the general strategies and plans and the comprehensive programs for maintenance in the State of Kuwait, and propose budgets in coordination with the competent entities inside and outside the Ministry
- Coordinate and follow-up with the Road and Network Maintenance departments regarding issuing the approved cost lists and work orders, and the work executive lists
- Prepare periodic reports on the work flow of the different maintenance projects, follow-up the implementation of strategies related to the road and services maintenance, and ensure that work is going according to the approve plans and programs
- Coordinate with the Accounting Section at the Planning and Follow-up Office to issue payment certificates, and follow-up the spending from the allocated funds
- Coordinate with the other ministries with regards to the special programs that impact the maintenance programs for roads and services
- Coordinate with the Follow-up Section at the Planning and Follow-up Office regarding the final implemented works
Fourth: Planning and Follow-up Office:
The Planning and Follow-up Office undertakes preparing work plans and strategies in the Maintenance Engineering Sector. It also creates a compressive database for information on roads, sanitaryand rainwater drainage networks and government work which the Ministry undertakes its maintenance in various governorates. In addition, it prepares monthly and annual reports on the workflow, annual budget, and five-year plan. Furthermore, it audits executive lists and issues the monthly and final payments on the Sector project.
The Planning and Follow-up Office comprises the following sections:

- Follow-up Section
- Accounting Section
The Studies Section undertakes the following specializations:
- Coordinate with the Planning and Development Sector to prepare the strategies, plans, and programs related to the maintenance of roads, sanitary drainage network, rainwater drainage network, and government buildings; including the preventive maintenance programs, in coordination with the chief engineers
- Prepare the annual budget for the projects of the Maintenance Engineering Sector, in cooperation with the competent entities
- Prepare the technical specifications and price tables for the Sector projects, and coordinate with the Contract and Document Department to complete the offering procedures
- Approve the technical contractors
- Follow-up and estimate the requirements of the Sector projects of workers to be approved by the competent entities inside and outside the Ministry
- Follow-up completing the issuance of change orders and contract extension orders, in coordination with the Contract Accounting Department, to be approved by the entities at the Ministry
- Keep data and information on the performance level of contractors, in coordination with the Sector affiliate departments, follow up the periodic and final evaluation results for each contract, and notify the Control and Audit Affairs Sector with the evaluation
- Coordinate with the Legal Affairs Department with regards to examining the technical part of the lawsuits, arbitration, and claims
- Follow-up the correspondence related to the questions of the National Assembly members and press, and reply to them in coordination with the competent entities
- Coordinate with the central library to provide the Sector needs of books, periodicals, references, and scientific and specialized publications
- Follow-up the needs of the Sector of systems and software, in coordination with the competent entities
- Study and estimate the Sector needs of labor in coordination with the competent entities, and follow-up developing and training the Sector staff to raise efficiency and improve performance
The Follow-up Section undertakes the following specializations:
- Prepare the annual and monthly reports, statistics, and data on workflow based on the reports of the different departments in the Sector
- Represent the Sector at the service and facility committee, and coordinate with the Sector departments to obtain the necessary approvals from the different service entities
- Follow-up the responses and procedures related to the complaints received by the Sector
- Audit the executive lists of the Sector contracts
- Follow-up and estimate the requirements of the Sector projects of workers to be approved by the competent entities inside and outside the Ministry
- Follow-up the funds necessary for implementing the work required by the Sate ministries and organizations
- Coordinate with the Government Center for Tests and Laboratories to obtain the reports on testing the material used in the maintenance contracts
- Follow-up the violations of the Head of Municipality Decision regarding the sanitary drainage network
- Coordinate with the Public Relations Department with regards to participation in fairs and celebrations in which the Ministry participates
The Accounting Section undertakes the following specializations:
- Audit the executive lists and prepare the issuance of the monthly payments, and coordinate with the Contract Accounting Department with regards to issuing the final payment certificates
- Follow-up the bank guarantees of accomplishment, the down payment, and the retention and insurance policies presented by the contractor; in coordination with the competent entities
- Follow-up the budget of Chapter Four, and monitor the funds and ensure that the budget is not exceeded
- Participate in the receiving committees for maintenance projects
- List the damages that others might cause to the Ministry facilities or the Ministry causes to others or to the facilities of other ministries, and prepare statistics on the impact of such incidents on the maintenance work
- Follow-up the completion of clearance certificate by the contractor
- Participate in responding to the notes by the State Audit Bureau in coordination with the competent entities
Fifth: Administrative Unit:
The Administrative Unit undertakes the following specializations:
- Receive, record and transfer the Sector correspondence to the competent departments
- Organize, index, and save correspondence, plans, and documents related to the work of the Sector and its different facilities; whether manually or electronically
- Follow-up and Prepare responses, memos, and letters related to the work undertaken by the Organizational Unit
- Follow-up the secretariat work of the Sector
- Create and update a database that includes the data of all the staff of the Sector, and follow-up the related work transactions in coordination with the competent entities
- Follow-up providing the required stationary, printed forms, office equipment, and furniture; in coordination with the competent entities
- Supervise equipment maintenance and cleaning services
- Keeping records of the building connections to the sanitary drainage network, and audit the related transactions
- Supervise the engineering drawing work
