Specializations of Organizational Units In Construction-Project Engineering Sector

The Construction-Project Engineering Sector undertakes studying and planning special projects, and follow-up the designing phases with local and international engineering offices entrusted to project designing and supervision. It also undertakes the accomplishment of public buildings including schools, mosques, clinics, suburb centers, etc. The Construction-Project Engineering Sector comprises the following:
  • First: Special-Project Engineering.
  • Second: Construction-Project Engineering.
  • Third: Planning and Follow-up Office.

First: Specializations of Special-Project Engineering:

The Special-Project Engineering comprises the following:
  • Implementation Department.
  • Consultant Department.

The Implementation Department undertakes the following specializations:

  • Coordinate with the Contract and Document Department to prepare all contract documents, and complete the offering procedures.
  • Coordinate with the Document Department to propose a list of contractors to participate in the determined tenders.
  • Supervise handing over worksites to contractors, in coordination with the Advisory Body, and prepare the start-work order.
  • Supervise the implementation of project contracts and ensure that the implemented work and material used meet the contract conditions and specifications, in coordination with the consultant engineering offices.
  • Approve the Contractor and the Project supervision bodies.
  • Participate in choosing the most suitable solutions for the obstacles facing consultants while supervising the work.
  • Participate in choosing the sub-contractors after the consultant examination and after getting the approval of the Quality Control Department.
  • Prepare the suggested extension and change orders during the implementation, after the consultant examination, in coordination with the Control and Audit Affairs Sector, to be approved by the competent entities.
  • Follow-up the work implementation and compares it to the approved CPM schedules, and prepares related necessary reports.
  • Coordinate with the Government Center for Testing and Quality Control & Research with regards to testing and giving opinion on the materials used in implementation.
  • Prepare the monthly payments for contractors and consultants during the implementation-supervision phase, and refer them to the Planning and Follow-up Office.
  • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the competent entities with regards to improving them.
  • List the implemented work, and undertake the inventory and assessment of tools, equipment, and material in the case of withdrawal of work from a contractor or work suspension due to the contractor negligence.
  • Prepare project reports in cooperation with the consultants and refer them to the Planning and Follow-up Office.
  • Follow-up and review the as-built drawings submitted by contractors.
  • Participate in the primary and final receiving committees for the completed projects.
  • Prepare the periodic and final evaluation of the contractors’ and consultants’ performance level, and notify the Planning and Follow-up Office with the evaluation results.
  • Participate in preparing the annual budget for projects, and follow-up the monthly payments for project contracts.

The Consultant Department undertakes the following specializations:

  • Plan for projects and prepare the pre-design studies, in coordination with the beneficiary and competent entities .
  • Prepare the estimated cost of projects, in coordination with the beneficiary entities and the Ministry of Planning .
  • Participate with the competent entities in nominating the consulting engineering offices to present the financial and technical proposals, in coordination with the Contract and Document Department.
  • Prepare the technical requirements and the terms of reference sent to the Ministry of Planning for inviting the consulting engineering offices to do the work related to project designs and studies and supervise project implementation, in coordination with the competent entities.
  • Participate in examining and evaluating the proposals presented by the consulting engineering offices to choose the best proposal, in coordination with the competent entities inside and outside the Ministry.
  • Coordinate with the Contract and Document Department to prepare all contract and agreement documents, and complete the offering procedures
  • Follow-up the work implementation of the agreements with the consulting engineering offices, and ensure that the consultants fulfill all their obligations according to the agreement terms and are abided by the followed standards in designing during the designing phase.
  • Follow-up and review the architecture, civil, construction, and service works of the design.
  • Coordinate and follow-up with the Implementation Department to ensure that work is implemented according to the design documents.
  • Coordinate with the representatives of beneficiary entities to ensure that work presented by the consultancy office has the area program and all the requirements in accordance with the required work scope.
  • follow-up and coordinate with the Kuwait Municipality and the competent entities to take over the sites and ensure that they are free of debris and other obstacles before starting the implementation .
  • Coordinate with the representatives of entities to obtain approvals and licenses required for the work by the consultancy office .
  • Follow-up the implementation program of agreement work according to the agreement documents.
  • Prepare and audit the financial payments to the consulting engineering offices for designing work.
  • Examine and audit all the matters related to the change and extension orders.
  • Prepare periodic reports on the Department work and transfer them to the Planning and Follow-up Office.
  • Coordinate with the Quality Control Department to get its agreement concerning the approval of the alternative materials with regards to the source, specifications, and prices.

Second: Specializations of the Construction-Project Engineering:

The Construction-Project Engineering comprises the following:
  • Implementation Department.
  • Design Department .

Specializations of the Implementation Department:

The Implementation Department undertakes the implementation of the different construction-project engineering contracts.
The Implementation Department comprises the following sections:
  • A- Supervision Section.
  • B- Study Section.

The Supervision Section undertakes the following specializations:

  • Supervise the handing over of worksites to the contractors, in coordination with the Design Department to prepare the start-work orders .
  • Supervise the implementation of projects, and ensure that the implemented woks and the materials used meet the criteria and specifications in the contract.
  • Prepare the studies for approving contractors.
  • Prepare and list the amount of work implemented monthly, and prepare the accomplishment lists .
  • Prepare the suggested extension and change orders during the implementation in coordination with the Study Section .
  • Coordinate with the Government Center for Testing and Quality Control & Research with regards to testing and giving opinion on the materials used in implementation .
  • Prepare the monthly payments for contractors and consultants –if there are consultants - during the implementation-supervision phase.
  • Ensure the implementation of the procedures and rules of safety and security in worksites, and coordinate with the competent entities with regards to improving them.
  • List the implemented work, and undertake the inventory and assessment of tools, equipment, and material in the case of withdrawal of work from a contractor or work suspension due to the contractor negligence.
  • Follow-up and review the as-built drawings submitted by contractors.

  • Examine the financial and time-extension claims proposed by the contractors, in coordination with the competent entities .

The Studies Section undertakes the following specializations:

  • Coordinate with the Contract and Document Department to participate in committees for examining contractor tenders and give recommendations in this regards.
  • Participate in the competent entities at the Ministry, and respond to the correspondence of the different supervisory entities with regards to the projects.
  • Coordinate with the Control and Audit Affairs Sector to review and follow-up the extension and change orders, and determine the modified work prices, the alternative materials, and the underperformed work to be approved by the competent entities.
  • Follow-up project workflows and compare them to the approved schedules, and prepare the related periodic reports.
  • Coordinate with the Planning and Follow-up Office and the Legal Affairs Department with regards to the matters related to the lawsuits and claims on projects of the Department .
  • Prepare the annual budget and follow-up the monthly expenses for the project contracts.
  • Prepare the periodic and final evaluation of the performance level of contractors of implemented work, and notify the Planning and Follow-up Office with the evaluation results.

Specializations of the Design Department:

The Design Department undertakes preparing the service, construction, architecture, and complementary designs for the projects of model public buildings, and follow-up the consulting engineering offices that undertake the designing of some of these projects
The Design Department comprises the following sections:
    A- Architecture Section. B- Service-Designing Section.

The Architecture Section undertakes the following specializations:

  • Prepare the initial estimation and studies for projects.
  • Prepare the engineering designs, executive plans, and technical specifications, and calculate the work amounts for the construction, architecture, and complementary works for the projects designed at the Department.
  • Coordinate with the competent departments with regards to the different entities concerning the services related to the worksites of projects under designing and the related services.
  • Review and audit the changes and additions suggested by the Implementation Department with regards to the projects under implementation, and adjust the plans relatively with regards to the construction, architecture, and complementary aspects.
  • Plan for projects and prepare the pre-design studies, in coordination with the beneficiary and competent entities, with regards to the projects designed by the consulting engineering offices.
  • Participate with the competent entities in nominating the consulting engineering offices to present the financial and technical proposals, in coordination with the Contract and Document Department.

  • Review and audit the plans, technical specifications, and the amount tables for the architecture, construction, and complementary works designed by the consulting engineering offices.
  • follow-up and coordinate with the Kuwait Municipality and the competent entities to take over the sites and ensure that they are free of debris and other obstacles.
  • Coordinate with the Quality Control Department to get its agreement concerning the approval of the alternative materials with regards to the source, specifications, and prices.
  • Prepare periodic reports on the Department work and transfer them to the Planning and Follow-up Office.

The Service-Designing Section undertakes the following specializations:

  • Prepare the designs, executive plans, and technical specifications and calculate the work amounts for electricity, air-conditioning, sanitation, fire alarm system, elevators, communication system, and other works.
  • Review and audit the changes and additions to the service-related work suggested by the Implementation Department with regards to the project under implementation, and change the plans accordingly.
  • Coordinate with the Architecture Section with regards to connecting or diverting the existing services at the worksites of project under designing.
  • Review and Audit the designs, plans, specifications, and amount tables for electricity, air-conditioning, sanitation, fire alarm system, elevators, communication system, and other works prepared by the consulting engineering offices for project affiliate to the Design departments.

Third: Specializations of Planning and Follow-up Office:

The Planning and Follow-up Office undertakes preparing the work plans and strategies at the Special-Project Engineering Sector. It prepares monthly and annual reports on work flow, annual budget, and the five-year plan. In addition, it undertakes issuing and auditing the monthly and final payments for the Sector projects and agreements.
The Planning and Follow-up Office comprises the following sections:
  • Planning Section.
  • Accounting Section

The Planning Section undertakes the following specializations:

  • Coordinate with the Planning and Development Sector to prepare the general strategy and the development plan for the Special-Project Engineering Sector.
  • Prepare the annual budget for the projects of the Special-Project Engineering Sector, in cooperation with the competent entities. .
  • Prepare the annual and monthly reports, statistics, and data on workflow based on the reports of the different departments in the Special-Project Engineering Sector, and notify the Planning Department.
  • Follow-up the nomination of members in technical committees which are formed to examine the financial and technical proposals presented by consulting engineering offices and tender offers related to the Sector .
  • Coordinate with the Legal Affairs Department with regards to examining the technical part of the lawsuits, arbitration, and claims .
  • Follow-up the damages that others might cause to the Ministry facilities or the Ministry causes to the facilities of other ministries .
  • Examine and estimate the requirements of the Sector projects of workers to be approved by the competent entities inside and outside the Ministry .
  • Keep sufficient data and information on the performance level of contractors and consultants with regards to the periodic and final evaluation results for each contract and agreement and notify the Control and Audit Affairs Sector, in coordination with the departments affiliate to the Sector .
  • Follow-up the correspondence related to the questions of the National Assembly members and press, and reply to them in coordination with the competent entities .
  • Study and estimate the Sector needs of labor in coordination with the competent entities with regards to developing and training the Sector staff to raise efficiency and improve performance; in addition to following up the annual reports of the Special-Project Engineering Sector staff in coordination with the competent departments .
  • Coordinate with the central library to follow-up the Sector needs to books, periodicals, references, and scientific and specialized publications .
  • Follow-up the needs of the Sector of systems and software, in coordination with the competent entities .
  • Coordinate with the Public Relations Department with regards to participation in fairs and celebrations in which the Ministry participates.

The Accounting Section undertakes the following specializations:

  • Audit and revise accomplishment lists of payment certificates for contractors and engineering offices prepared by them, after approving them by the competent entities.
  • Audit and prepare the issuance of monthly payments, and coordinate with the Contract Accounting Department with regards to issuing the final payment certificates.
  • Audit, revise, and prepare the payment certificates for the claims related to the Sector projects, in coordination with the competent entities.
  • Follow-up completing the issuance of change orders and contract extension orders, in coordination with the Contract Accounting Department, to be approved by the entities at the Ministry in coordination with the competent departments.
  • Follow-up the bank guarantees of accomplishment, the down payment, and the retention and insurance policies presented by the contractor or consultant; in coordination with the competent entities.
  • Follow-up the budget of Chapter Four, and monitor spending of funds and ensuring that the budget is not exceeded.
  • Participate in the primary and final receiving committees for the sanitary engineering projects.
  • Participate in responding to the notes from State Audit Bureau, in coordination with the competent entities.
