Bases and controls for qualifying consultative offices for the agreements of the Ministry of Public Works:
Consultative offices are invited in accordance with the data registered in the data base of the Ministry and the type and value of the proposed agreement.
Offices are technically, financially, and administratively evaluated according to the data provided by them.
The general evaluation of the consultative office is conducted in accordance with the data provided by that office on condition that these data are updated and not older than two years.
Consultative offices that do not provide data or provide data that are not updated and older than two years are not invited.
The consultative offices are going to be visited subsequent to the provision of data to the Ministry in order to validate their data.
The consultative office is qualified to the agreements of Ministry according to the data provided (general evaluation), expertise evaluation, and special evaluation (performance evaluation) and also by virtue of the consultative agreement of the Ministry.
The Contract and Document Department qualifies the best consultative office in accordance with the provided data on condition that the percentage of the general, expertise, and special evaluations is not less than 60%.
The minimum number of the consultative offices invited to the agreement is five and the maximum number in the register is eight.
The register with the suggested consultative offices is introduced to the Consultative Offices Qualification Committee for reference.
The performance of the consultative office in the projects of the Ministry is evaluated according to the type of the works required for the project in the different specializations (construction-roads-health works) and the type of works required for the agreement (design – supervision)
Designing Phase
The performance of the consultative office is evaluated on two phases. The first phase starts after 50 % of the scheduled period for the design agreement has elapsed as of the date of signing the agreement. The second phase starts after the end of the period of the design agreement.
Supervision Phase
The performance of the office is evaluated every six months as of the date of signing the agreement to conform with the period of contractor performance evaluation.
Design and Supervision Phases
At the end of the two phases, there is a final evaluation for the period starting at the date of signing the agreement to the delivery date of the agreement works.
If it is the first task for the consultative office with the Ministry, this office will not be qualified for other agreement before fulfilling the works required for the current agreement. This is after receiving the report from the competent sector notifying that the office had achieved 50% of the designing works for the designing agreement.
As for the supervision work, evaluation will be on receiving the first performance evaluation report for a six month period as of the date of signing the agreement.
Evaluation of the performance reports for the consultative office will be as follows:
Less than 60% - poor
60% to 70% - accepted
70% to 90% - good
90% to 100% - excellent
If the consultative office fails (performance evaluation for the agreement is less than 60%) any of the two phases (designing or supervision), the following must be fulfilled:
Periodical report: Temporarily, the office will not be invited to participate in the agreements of the Ministry in the same specialization until the next report is received.
Final report: The office will not be invited to participate in the agreements of the Ministry in the same specializations for two years until its efficiency is proved.
If the result of the performance evaluation report for the consultative office is less than 60%, the report will be presented to the members of the Committee for information.
If there are two or more reports for the same consultative office concerning the performance evaluation in the agreements in the same specializations, the report with the less result will be approved.
Condition No. (13) will not be applied to the local consultative offices cooperating with international consultative offices where the participation percentage of the international office exceeds 70% of the agreement works.
If the consultative office delayed signing the agreement (presenting the required supporting documents or depositing the final guarantee without an accepted excuse) for more than 10 days, this office will not be invited to the agreements of the Ministry for a year.
Documents required from the consultative offices to be presented with the registration application
Copy of the authorization given to the consultative office from the Committee for Profession Practice in Kuwait Municipality for the current year
Copy of the registration of the consultative office in the Ministry of Planning in the current year
Copy of the employee civil cards (for the career service and the card should be valid and guaranteed by the consultative office)
An approved budget for the past five years with bank statements (at least one bank) indicating the financial position of the consultative office
Evaluation certificate or final or primary delivery certificate from the employer regarding the biggest five missions that were accomplished in the previous five years
Copy of the contracts of the biggest five agreements that were fulfilled in the previous five years
Copy of all the agreement contracts under completion (under process)
The organizational structure of the consultative office
Copy of the acknowledgement certificate given to the consultative office
The office distribution plan with dimensions
Any supporting documents for the stated data with forms
Printing and sealing the data provided on disks
Certificate of Compliance with Ratio of National Labor
