The ministry oversees the implementation of many of the projects included in the structural plan and
the development plan in the country, which aims to develop the infrastructure of roads, rainwater and
sewage networks, Lifting and handling stations as well as the implementation of the Ministry’s buildings
and other government agencies buildings. It is keen on improving services through the development of
long-term prospective studies on roads and sanitation systems with the development of plans and
perceptions of the current and future situation.
The ministry consists of several sectors, including administrative ones:
-The minister’s advisory body:
putting the working strategies in the ministry and making recommendations and suggestions to raise the
efficiency within the ministry.
-The Government Center for Testing and Quality Control & Research sector:
undertakes the inspection and testing of materials used in construction - whether of structures, roads
or sanitary and rainwater drainage projects - to ensure their validity. It also inspects the materials'
conformity with standard Kuwaiti specifications or international standards or the technical specifications
of the Ministry of Public Works. Moreover, it inspects the existing structures and the foundation soil of
structures and roads. The Sector activity covers projects of the Ministry of Public Works, Ministries and
Government Agencies and the public sector.
-Planning & Development Sector:
takes the task of preparing the ministry’s general strategies and its related development plans by
identifying all the projects in the ministry’s level and their starting priorities, placing the general
frameworks that ensure good and integrated performance, training needs, preparation and execution of
the work force’s training and rehabilitation programs plans, and placing, executing, and reviewing the
operational plans for the Information Systems and Techs.
-The Control and Audit Sector:
It unifies the general contracting foundations of the ministry, by the rehabilitation of contractors and
consultant offices to participate in the presented tenders and contracts, fulfilling the regulatory approval,
preparing the contracts and agreements, and completion of contractual arrangements. The sector also
reviews the changing and extending orders and its consequence of time and financial burden, and
decide the extent of their need for them, and that is before approving them and fulfilling the Beneficial's
approval. The sector also reviews the monthly and final payment certificates of the contractors and
consultants, and participating in the committees and working groups that are formed to study the
contractors’ demands, it also undertakes the preparation and study of the litigation and appeal
procedures regarding contracts and agreements, and also the preparation of defense memorandums
and express their legal opinion regarding contracts and agreements.
