A brief About the Ministry

of Public Works sectors

- Administrative and Financial Affairs sector

undertakes performing all functional matters,

receiving, recording and distributing the correspondences among all the competent entities inside and

outside the Ministry. It also supervises the security of the Ministry structures and provides vehicles

and machinery. In addition, it ensures that the recruitment candidate meets the job requirements,

revises and completes the documents required for employment in accordance with established laws,

rules, and regulations. Furthermore, the sector implements the procedures for granting different

permits according to established laws, rules, and regulations; plus it prepares the necessary

correspondences and decisions in that matter. In addition, it gives opinion on the legality of

entitlement to allowances, bonuses, compensations, and different rewards in accordance with

established laws, rules, and regulations in that matter; and it prepares the related memos and

correspondences. It also prepares the budget proposal with its different sections and explanatory note,

in addition to responding to the supervisory entities' notes concerning the budget. The sector

undertakes implementing the procedures of disbursement and registration with regards to the different

chapters of the budget, and following-up the compensation and disbursing of (permanent –

temporary) cash custody according to the instructions of the Ministry of Finance. In addition, it

prepares the draft budget and the explanatory memorandum of the revenue in coordination with the

different departments. It also records all the financial transactions (expenses – revenue), in

accordance with the approved budget, and all the records of the settlement accounts, current accounts,

and contra accounts. In addition, it compares the manual records with the computer outputs and

settles the difference.

- Legal Affairs sector:

undertakes studying the lawsuits, arbitrations, amicable requests, and fatwa in

legal issues.

- The Mega Projects Sector:

is concerned with implementing the projects assigned to it. One of the

most important projects is:

Development project of Bubiyan Island and Mubarak Al Kabeer Port (formerly Bubiyan Port) which

aims at:

A- Developing Bubiyan Island in order to become a competitive and effective waterfront that

reinforces the status of Kuwait as a center for regional economic activity, and a major hub for

regional transport as a multimedia transport network

B- Establishing a deep-water port that attracts and services the container shipping industry; in

addition to being a hub for the regional transport system in the area, which will support the Kuwaiti

plans to establish a diverse, initiating, and expanding economic center

C- Establishing a residential community within the Island

D- Increasing resorts and recreation and leisure areas in Kuwait

E- Protecting and preserving the Kuwaiti environmental resources

The development of the new Khiran city was also completed.
